Breakdown of Bengals 2025 Player Personnel Staff Shows Experience and Versatility

The Bengals introduced their most experienced player personnel staff ever when they elevated the three most experienced scouts in their building to assistant general manager.

Director of player personnel Duke Tobin is keeping his title, and former directors of scouting Steven Radicevic and Mike Potts, along with former senior personnel executive Trey Brown, are pretty much keeping their job descriptions intact.

It's those job descriptions that got them the new titles. From pro work, college scouting, contract negotiations, and everything in between, Tobin says the trio's versatility in all phases of the job make them valuable right-handed men.

"Steve, Mike and Trey work in all areas of the club and assist me in every aspect," Tobin says. "They're highly capable. They're impactful in all areas of personnel. We felt like this title fit their role with us."

Also getting a new title is long-time scout Andrew Johnson. Johnson, who has been with the club for a decade primarily scouting the Northeast, moves from scout to scouting executive. He remains in his area, but also has a diverse background in organizing day-to-day operations of the department.

The Bengals' new scouts, Josh Hinch and Tyler Ramsey, bring nearly a combined 30 years of the mix of pro and college scouting Tobin covets.

Ramsey was a long-time West Coast scout for the Seahawks before becoming an assistant director of pro personnel with the Panthers. Hinch is coming off a four-year stretch in New England where he worked on the pro and college sides and, like Brown, has been the top football executive on teams in the XFL and AAF.

"I like to keep all of our guys fresh on both the college and the pro side because I think that gives them that breadth and it gives them the opportunity to know what a college player would be like in the NFL," Tobin says. "You have to be current in both pro scouting and college scouting to be truly effective in either, and our guys do that.

"They're seasoned guys who understand the NFL. They understand college talent, they know player value, and they know how to put a value to a player. Whether it's in the draft or whether it's in free agency, or whether it's on our own team."

Tobin also created a title when he hired Trey LaBounty as a scouting research analyst. LaBounty, who is in his second NFL season, spent last year doing a similar job in Buffalo after being a football analytics intern at his alma mater of Stanford.

STEVEN RADICEVIC

Radicevic heads into his 14th season in the NFL, all with the Bengals, and he'll continue to oversee veteran free agency and pro scouting, as well as negotiate contracts after setting values and collaborating with coaches on scheme fits.

He also maintains a ready list of available free agents and facilitates player workouts in a role that also includes managing trade calls and team needs during the season while scouting colleges nationally and helping set the draft board.

After a playing career at UCLA cut short by injury, Radicevic stayed with the Bruins in 2008 as assistant director of football operations before serving as director of football operations from 2009-2012.

In addition to organizing camps and clinics, managing the budget and recruiting, supervising support and student staff, he also represented the head coach in departmental matters. Radicevic not only worked as the pro liaison, he was also the liaison for compliance, development, marketing, sports information, travel, game management.

MIKE POTTS

Potts enters his 11th season with the Bengals and 15th year in NFL player personnel and continues to take a leading role in all aspects of the club's roster building. Potts manages personnel staff while overseeing the organization and implementation of the draft process and college scouting. He evaluates top prospects nationally, as well as develops the draft board and facilitates undrafted free agency.

He'll continue pro personnel evaluations and is involved in strategy decisions concerning weekly roster management, player acquisition, and unrestricted free agency. Potts also takes part in player contract valuation, salary cap allocation, player retention and negotiation efforts. He also collaborates with the Bengals analytics and football research/technology team to develop improvements and make the personnel operations more efficient and productive.

TREY BROWN

Entering his fifth season with the Bengals and 16th in pro football, Brown is involved in all roster decisions and trades, as well as serving as a contract negotiator. An experienced college and pro scouting evaluator who has been a part of three Super Bowl appearances, Brown provides player evaluations nationally and is a key decision maker during the draft and free agency, as well as in structuring player contracts.

Prior to the Bengals, Brown was a top executive in the AAF and XFL as Director of Player Personnel with the St. Louis Battlehawks (2019) and Executive Vice President of Football Operations for the Birmingham Iron (2018). Brown managed all aspects of the clubs' football operations while overseeing the 52-man roster, negotiating all contracts with players and agents, and directing all phases of player acquisition.

Brown joined the Eagles in 2013 as the West Coast Area Scout and was promoted to Assistant Director of College Scouting in 2015 and Director of College Scouting in 2016. In those roles, Brown oversaw the Eagles' college scouting department. He was named Player Personnel Executive College/Pro with the Eagles in 2017 in a season the Eagles won the Super Bowl.

Brown started his NFL career with the Patriots as a scouting assistant in 2010 and was promoted to West Coast Area Scout in 2011.

ANDREW JOHNSON

Johnson heads into his tenth NFL season, all with the Bengals, in a personnel career that began as a scouting intern and has spanned a plethora of roles.

On the college side, Johnson covers the Northeast along with parts of the Mid-Atlantic and Mid-West. In addition to his college duties, Johnson evaluates a number of NFL teams during the preseason in preparation for final cuts, as well as certain positions in the lead up to veteran free agency in March. He's also the point person covering other pro leagues, such as the CFL and XFL.

During his rise from intern to scouting executive, Johnson handled a variety of logistical assignments early in his career, ranging from organizing workouts for free agents, prospect visits leading up to the draft, and the workout of local high school and college prospects before the draft. He also advanced scouted opponents for three seasons.

TYLER RAMSEY

Ramsey is in his 16th year of NFL scouting and first with the Bengals, where his college responsibilities are focused on the Western part of the country, as well as his current home state of North Carolina. The West is where he spent his nine years as an area scout during his dozen years with the Seahawks.

In Cincinnati, Ramsey also has responsibility for six NFL teams, and charts their rosters as part of player acquisition during the season while assisting in day-to-day operations.

Ramsey arrives from Carolina, where he was the Panthers' Assistant Director of Pro Player Personnel from 2022-23. In 2021, he was a National Scout for the Panthers with the responsibility for all draftable players west of the Mississippi River.

He began his career in Seattle in 2009, rising from three seasons as a Scouting Assistant to Area Scout in the West, where he celebrated Seattle winning Super Bowl XLVIII.

Hinch heads into his first season with the Bengals and 12th in the pros. He oversees a handful of NFL teams in pro scouting and is responsible for several southern regions in college scouting while assisting with day-to-day operations.

He comes from the Patriots, where he worked for four years in pro and college personnel. He advanced regular season and potential playoff opponents, as well as administering roster management for assigned non-opponents and scouting evaluations of preseason and free agency.

Before his stint in New England, Hinch ran all football operations for teams in two pro leagues as the director of player personnel for the XFL's Tampa Bay Vipers and AAF's Orlando Apollos.

LaBounty begins his second year in the NFL and first with the Bengals in a new position focused on supporting the personnel department in all areas of research and analytics, as well as conducting traditional scouting as needed.

He broke into the league last year as a Football Analytics Intern with the Bills working from a data and research perspective on an array of projects in coaching, scouting, football administration and sports performance. Before that Buffalo stint, LaBounty interned in the Stanford football office looking into how research and analytics can improve recruiting.
