Multiple NFL teams submitted proposals for rule changes for the upcoming 2025 NFL season, according to a list released by the league Wednesday. These proposals will be voted on at the Annual League Meetings March 30 - April 2 in Palm Beach, Florida.
Teams are allowed to submit proposals for changes to NFL playing rules, bylaws and resolutions. While the Bengals did not submit any proposals, there are potential changes to note and be aware of before owners travel down to Florida and vote.
Defensive Penalty Adjustment
Three teams submitted proposals in regards to playing rules. The Detroit Lions submitted a proposal that would eliminate the automatic first down that comes with an illegal contact or defensive holding penalty. Detroit led the league with 11 defensive holdings last season. The Bengals were called for nine defensive holding penalties and three illegal contact penalties in 2024.
No More Tush Push?
The Packers proposed a rule change that would prohibit an offensive player from immediately pushing a teammate who was lined up directly behind the snapper as they receive the snap. Effectively, this would ban the "Tush Push," a short-yardage play made famous by the Philadelphia Eagles.
Regular Season Overtime Rules
The Eagles submitted a proposal to align the postseason and regular season overtime rules, granting both teams an opportunity to have a possession on offense regardless of who receives the ball first in the regular season. This would also increase the regular season overtime period from 10 to 15 minutes.
Potential Playoff Modification
Detroit also submitted a proposal for the league bylaws that would significantly shake up playoff seedings. The proposal would allow Wild Card teams to be seeded higher than Division Champions if the Wild Card team has a better regular season record. In this proposal, the division champion with the best record would receive the number one seed, but the remaining six seeds would be decided by record, rather than the current system which gives the second, third and fourth seeds to division winners. For example, the Minnesota Vikings were the fifth seed in this year's NFC playoffs under the current system. With this rule change, Minnesota would've been the third seed.
Reserve/Injured List Flexibility
The Lions' final proposal would exclude a player placed on the Reserve/Injured List from the 90-man roster if they were placed on the list prior to the 53-man cutdown and are not Designated for Return. This would create more roster flexibility for teams plagued by injuries: Detroit had 18 players on injured reserve in 2024.
Negotiation Period Evolution
The Pittsburgh Steelers are looking to adjust the regulations around the two-day negotiating period before free agency officially opens. Their proposal would allow clubs to have a video or phone call with a prospective unrestricted free agent and his agent. Clubs would also be able to make travel arrangements upon agreeing to terms. Travel still would not be able to occur until the start of the new league year.
K-Ball Preparation
Seven teams, including the Cleveland Browns and Baltimore Ravens, joined together to propose a rule that would allow clubs to prepare kicking footballs ("K-Balls") before game day, similar to the process for preparing game footballs. Currently, teams must prepare kicking balls on game day, and this rule change would eliminate an extra game day process.
Scouting Playoff Opponents
Finally, the Washington Commanders want to allow clubs that are in playoff contention to obtain scouting credentials to games played by potential playoff opponents in both Weeks 17 and 18. Visiting scouts would be limited to the press level and not have field access. This proposal would also require clubs hosting Wild Card games to provide scouting credentials to all teams in the playoffs and in the same conference. This was proposed in order to provide clubs with greater flexibility to scout potential playoff opponents.
All proposals require at least 24 owners to vote positively to be approved.
